SECURE 2.0 Webinar Series: New Plan Creation Under SECURE 2.0
If the SECURE 2.0 Act—which builds on the Setting Every Community Up for Retirement Enhancement Act of 2019—works as expected, new 401(k) and 403(b) retirement plans will proliferate in the years ahead. The legislation provides tax credits for small businesses that start a retirement plan for their employees; in 2025, it will mandate that those plans utilize automatic enrollment and automatic escalation for qualified employees. These are just some of the provisions whereby Congress is targeting its overarching goal of addressing the nation’s retirement savings gap.

Jodi Epstein
Partner, Ivins, Phillips & Barker
Jodi H. Epstein is a partner in Ivins, Phillips & Barker's Employee Benefits practice. She focuses on qualified plans, with particular expertise in integrations after acquisitions, setting up benefit platforms, and advising qualified plan committees regarding their fiduciary duties. Jodi’s practice includes day-to-day compliance issues, such as assisting with implementation of new legislation and regulations, filing determination letter applications for qualified plans, trouble-shooting when glitches arise in plan operations, and helping qualified plan committees monitor plan investments and plan vendors. Her practice also includes the one-of-a-kind issues that can arise, usually in connection with M&A activity. Jodi did her undergraduate work at Stanford University, graduating with distinction in 1988. She graduated from Harvard Law School in 1993 (cum laude). She has been at Ivins since 1997.
Barbara Delaney
Principal, SS/RBA, a Division of HUB International
Barbara Delaney currently serves as Principal of StoneStreet (SS/RBA), a Division of HUB International As part of the dedicated Retirement and Private Wealth division, Barbara is a seasoned fiduciary adviser, specializing in financial wellness and retirement plan consulting services to defined benefit, defined contribution and non-qualified plans. Based out of Pearl River, NY, Barbara holds nearly 40 years of experience. Prior to founding StoneStreet in 1998, Barbara was the Managing Director Retirement Services at Tribus Companies for nearly 12 years. She joined HUB International through HUB’s acquisition of StoneStreet in September of 2019. Barbara was the recipient of the 2022 PLANADVISER Retirement Plan Adviser of the Year Award in the Closing the Coverage Gap category. Barbara earned a Bachelor of Arts degree in Business Administration and Economics from St. Thomas Aquinas College and attended the New York University’s Stern School of Business.
Steve Scott
Partner, Retirement Solution Group
Since founding RSG in 2005, Steve has built a firm with the goal of building a nationally recognized industry leader in the retirement plan consulting space. He has more than 28 years of industry experience and has worked for vendors such as State Street Global Advisors, Manulife Financial and John Hancock. Steve has been committed to firm growth through being active in business development and the merger and acquisition space. Today as CEO, Steve performs many strategic initiatives as RSG prepares for the coming chapters for our firm and the industry. Steve remains very active and hand’s on with client management, particularly focused on the $1 billion and greater in assets in the client space where the firm operates in a fiduciary capacity. His licenses and certifications include AIF; CPFA; Series 6, 63 and 65; and Life and Health for IL and NH.
